eff-area - calculate the HRMA effective area

eff-area calculates the effective area for the HRMA using the mean-grazing angle
approximation, assuming a semi-infinite surface. It assumes that all optics
have length 838.2 mm and that the focal length is 10 m.
It requires an input rdb file containing three columns, energy,
n and k, where the latter two are the optical constants for the surface material.
The reflectivity is an average of the calculated perpendicular and parallel
reflectivities. If using the Debye-Waller or Nevot-Croce switches are set,
the reflectivity is then multiplied by the given factor. Note that sigma
needs to be specified if either modifying factor is in use.
An rdb table of the effective areas for each of the four shells is output.
